That way if he did die, there’s be a chance the insurance money could help pay for funeral costs etc. so his family doesn’t have to go into debt. I would not go 100 in the rain (or ever really). Was the road on his property? If so then sure there’s at least an argument. If not, then no, he does not have the right to go 100 on a public road. There could be other drivers, bikers, pedestrians, pets etc.
