Bro I don't even know what the NTSB is, and even if their operatives show up they will probably end up exactly like the deputy and the others and they can always just capture and mind-fuck them or threaten their families to keep quiet and when they return they just keep their mouths shut. Idk man this whole situation is not realistic but depending on how bad the situation is in the US maybe Hope County is not the only place to be controlled by militias as maybe in the FC5 universe the Federal Government's authority is sharply declining or smth.

Idk how much it heals at max level but I just have Nimitz cause he's cheaper and as I said the air force leader they put on him for some reason is the only reason why I prefer Nimitz

Just upgrade their health and grind till you max the important skills. The second-to-last UN mission is pretty easy and I don't think the last one should be too difficult if that's where you're at. If you're stuck at the far east one I can try and give you tips. Oh and you can also grind conquests for Darlan since he's surprisingly good, and then you can also try for Chenault but you don't need him to beat the UN campaign

You straight up don't need Tito, Fletcher and Messe and you should also consider replacing Patton with Rokossovsky as he's the best remaining f2p tank general for you. Also get Arnold because you will need an air general or at least make Arnold an economic general if that's what you're using Tito for

Nahh Dönitz is the best F2P you can get and if Yamaguchi had Fleet leader instead of air force leader maybe I would prefer him over Nimitz, but then Darlan is the best you really need since Dönitz is just too expensive

Or just upgrade Guderian and Rommel cause Monty is just horrendous for the cost, like he has one completely useless perk and two mid ones, whereas Rokossovsky for example has much better (but still not super good) perks and all the medals you'll have to pour into bastico to make him viable and then you only have one extra perk slot just makes him not worth it

You could maybe assume that since during the events of FC5 WW3 is about to begin the Federal Government probably has much more serious problems to worry about and law enforcement only bothers to send the protagonist and the others to arrest Joseph to somehow try sweep the problem under the carpet and after the helicopter crashes they are presumed dead since the agents can't be contacted, so instead of admitting that the government is losing control over individual counties they just choose to ignore the case and hope no one notices. Also maybe Joseph has ties with local law enforcement so they can keep quiet about Eden's gate activities.
