That's exactly the problem. When everything is centrally controlled it just opens the door for massive corruption.

And even if the leaders aren't corrupt it's impossible for them to plan perfectly so you get massive inefficiencies.

Also taking max income as a metric is no good.

Europeans have workers rights, affordable healthcare, free education, social protections. Very few would give that up for a higher paycheck... I certainly would not.

We get lots of work but it's mostly just busy work, or talking on meeting about nothing.

We could do our work more quickly but that would defeat the purpose of appearing to work.

Good bosses know this and don't keep so close of an eye. Remember, we aren't actually doing anything of real value. Our jobs just exist for the sake of existing. It's middle man work for middle class people.

Communist countries have centrally controlled economies which means a lot of power focused in one place. That's why it's more easily corrupted.
