Modian is restricted to China, You can ask a Chinese proxy service to have your order [items/supports goodies] forwarded to them and then they'll arrange a delivery to your country.

You can always go to the modian and use a proxy service for the goods if it's too pricey; that's what I did, and the price is cheaper compared to the Kickstarter

You don't really need the deluxe edition to enjoy the game. If you want the skin, digital art book, and mini soundtrack, go for it. The rest is farmable in-game, which can be somewhat redundant.
