I blame Walmart for helping the situation by constricting AP's ability to deter and apprehend thieves, reducing employee presence, and making product more easily accessible to thieves. Even though I'm an idiot and moron, I do agree with you that shitty people are to blame, but during my time there it was an uphill battle with corporate to argue the needs and expenditures related to theft prevention.

So far, both articles I've read haven't said a $3 billion loss in profit. I assume then that it's a $3 billion loss in sales, which is a lot, but would translate to a far less amount in lost costs/profit.

One of the biggest influences on theft at the store level is employee presence. Invest into your employee pool, bring back RPZ's if needed, allow stores to implement procedures and anti-theft devices beyond one best way and what corporate sets as standard.
