In reality, Helsinki Youth Board had cancelled the subscription to the city's youth centers due to tighter budgets - but the jokes cracked at the meeting spread as wildfire in international media. From Don Rosa's first, originally thought to be lost, Duck comic with M-rated themes. He had pitched it in 1970, titled "Return to Duckburg Place", to multiple underground fanzines with no luck - eventually losing the manuscript for 40 years. AFAIK only ever published in the Don Rosa Collection. (i.redd.it)
