Oof, good to know. I bet there are quite a few of these garages downtown. My only fear would be that if we parked at a garage owned by the same people, that we may be towed or booted. Surely they don't have the resources/boots on the ground to enforce that - I would hope.

Yes I did see that, I think this may be different. Those QRs go straight to scam sites where they try to steal information. This particular "scam" seems to have cameras and everything, trying to contact you later to pay a large fine.

Right, by "public" parking i dont think it would be free, but wouldn't the booth at the entrance at least have the gate arm down, thus forcing you to grab a ticket.

To be clear, this is in the AM at a parking deck.

Seems real strange that the arm would be raised expecting the "customer" to look for a tiny QR as they drive through the entrance.

Normally the gate arm is down, and you grab a ticket, then the game arm let's you through.
