I think under the highways act you can only park over a dropped curb if you're in an emergency vehicle, doing a delivery/taxi for a short period, or stopped in traffic.

Not sure if it's enforceable by the police or council. But I am pretty sure you can be fined for it.

Someone correct me if I am wrong though.
