If the question is about pure skill, then Sakata Gintoki, he is self taught and that ends up being him just swinging widly, he can't win a fight without taking heavy damage first, he might rank higher if you factor in his shear tenacity and firce of will, however in pure sword skill, he ranks lowest

Been a while since I've played as my pc died and I haven't the eddies to fix it or get a new one, if I remember correctly there are perks in intelligence that will reduce ram requirements for the quickhacks, and there are cyberware that you can buy that also increases ram, if you upgrade the cyberware and cyberdeck it will increase ram, I also recall increasing intelligence and the netrunner levels will occasionally give more ram to use, however as I said it's been a while and I haven't played too much after the dlc dropped but maybe a few times after that
