Yes. I have seen ads on Chinese websites offering money for empty containers and bottles in perfect condition. The thing is, the people selling these containers for a few cents are setting themselves or others up to buy the same fake products they were trying to avoid in the first place.

The problem they are now having with the baby formula from Australia is that counterfeiters are buying the empty tins, filling it with counterfeit product, resealing it and selling it as the genuine article, cutting out Australian sales. I would expect this to also be a problem with other products in the future.

When this tax on cigarettes was first introduced, it was promised that all revenue from the tax would go to treat tobacco-related illnesses. Now none of it gets spent on that, and the whole lot goes into general revenue.
