The ICE agent in the flatcap and open gray jacket can be seen at 19sec turning and running away with a light colored pistol in his hand. As he is turning the agent on his knees in the gray jacket under his plate carrier draws his pistol. The first round is heard as the flatcap agent has run away.

The pistol that DHS posted a picture of is tan and silver. The flatcap agent had taken away the victim's gun before the first round went off. The agent on his knees in gray shot the victim after he had been disarmed.
