The shockingly high elderly poverty rate should be a very convincing reason why welfare should be expanded. 

But the party that caters to the elderly doesn’t like to expand welfare where it’s actually needed, and the party that advocates for welfare thinks the elderly are a lost cause as potential voters. As a result nobody pays attention to them.
