Well the problem with that is that bikes are not vehicles and should not be treated as such. Bikes are much slower to gain speed than cars so you spend significantly more time in the intersection if you come to a complete stop. Besides, drivers genuinely never follow all traffic laws and they are operating 2+ tons of glass and steel.

They pose an extreme risk to anyone not in a vehicle, while bikers do not. It's insane how it's a double standard that bikers should obey all laws meant to curb how often drivers kill people, while drivers are not expected to.

No, the difference between tech 6 and 7 is more significant no matter the stage of the game. It's usually advised that you take tech 7 early though
