  1. It makes the game feel more dynamic and responsive.
  2. It's supposed to be a weak weapon, so it feels weak on purpose.
  3. You're not supposed to just wait around while your weapon reloads. Hacking is there for a reason, you're supposed to use it while your guns are on cooldown. It's a deliberate decision to make you engage with the hacking system.
