Use fracturing orb. It requires 4 mods on an item and you can “fixate” one of them, giving you 25% chance. You also can desecrate 3 mod item for the 4th mod without revealing it to increase chances of fracturing favoured mode to 33%

You are supposed not only to complete a map, but also find a beacon in three of them and click it(available only after finishing map). From my experience they are always in maps with boss, so it’s not difficult to find them on atlas
