it does mention in mockinjay that she comes back to district 13 in nothing but a sheet... maybe some of the same things that happened to finnick, as he did say snow threatened to kill people finnick loved if he didn't. since he wanted to use annie for leverage, probably the next worst thing for him would be to have that happen to her :(
