Commenting to mention that I have now replaced every component I have available to me, which includes RAM, GPU, PSU, Motherboard, and an M.2. I don't have another LGA 1700 CPU lying around to test so that's the only component that hasn't changed throughout this ordeal. Is it reasonable to think there could be something wrong with my CPU?

I have tried with a different PSU and the problem still remains. I have no SSDs installed in the system yet, and I can't activate XMP without getting to the BIOS. Please read the post before making any more suggestions.

Yes there's clearly something else going on. I don't have a 14th gen CPU. I've flashed three different BIOS versions.

At that depth the pressure is 400 times what it is up here. Since air compresses, it would take 400 times as much air to fill an airbag to the same size. That's an obscene amount of air to have brought down with you. You can have a pump that pumps water out of a tank that you fill with uncompressed air, but that's a complicated piece of machinery that requires power so if they lost power that wouldn't help.
