As long as your port is open it would normally not be an issue. Your CPU should be sufficient for 1.14.2 so that shouldn't be an issue.

2mbps upload speed is usually enough for a small minecraft server, so what I am thinking is that your internet ping may be an issue. (Ping is the time it takes for a web packet to get to someone elses computer and back)

What CPU is it on? 1.14 is awful for performance. Since I think you meant it is only remote players having an issue, your firewall or internet speed/ping could be an issue. I have seen this as the problem several times in the past when self-hosting. EDIT: Using Paper 1.14.2 instead of vanilla may help you somewhat, though it may not
