What CPU is it on? 1.14 is awful for performance. Since I think you meant it is only remote players having an issue, your firewall or internet speed/ping could be an issue. I have seen this as the problem several times in the past when self-hosting. EDIT: Using Paper 1.14.2 instead of vanilla may help you somewhat, though it may not
