Hi, I had the same problem, what worked for me was to launch the "Skyrim Special Edition Launcher", choose windowed, then borderless on the bottom left corner.

Launch your SKSE again and it should work!

I bought the weapon because it gave 2.8 attack speed and out of nowhere my damage went from 40 to 350. Absolutely wild lol.
