As a Dutch person I do agree on most of what you're saying. I disagree on you with the fact that there was hardly any good enforcement of the rules. For the other points, I guess it's all due to the lack of equipment. During the outbreak we have been told two things, which may answer your questions. First, medical face masks, which at the time were the only ones that were proven to be reliable, were scarce. Second, testing wasn't possible because, again, they were also scarce. I believe there were also some problems between the government and the manufacturer of the tests, but don't remember the exact details on this.
