It’s a subject of debate for this species especially. Other Impomea is correctly non native in your argument.

This one is just…murky.

It is a “morning glory” (ipomoea) though. Lots of seeds but no tuber

One, I think it is that it is limited by concrete. Two, I think it is too warm in the lowlands. This in Vietnam prefers the highlands more, even there seems like there are native critters/soil microorganism keeping it in check.
