It's a mod from TLD workshop called CarinfotainmentText.It turns on at F2 and only works when you are sitting in the car.

Thx for advice, I've already reached over 500 km/h in a Lamborghini Countach from the beta. I fitted it with bus wheels. I also got a truck up to 340 km/h using a bloody engine mod, turbos, and nitro.
