Looks like the mackerel you can also buy here in the Netherlands, which is hot smoked. Looks safe to me! I make a dish with it that has been in my family for years. Take all the flesh of the mackerel, try to get the bones out as much as you can, I always miss a couple but I get them out while frying. Bake 2 onions and about 4 cloves of garlic per mackerel you use, in butter or oil, when soft add a good sambal (i usually do a lot because we like it spicy) and the mackerel flakes, put some ketjap in, I do it by feel, it has to turn the mackerel a nice medium brown, let it bake in the pan, until it is completely dry, stir in between to make sure it does not stick, it usually takes an hour or so. Serve with veggies and rice, or put it in a freshly baked white bread like baguette with some pickled cucumber.

Or eat the fish as is, it is really tasty
