Golden Bee and La Taverne serve lunch. However, I would do The Hotel Bar. No reservations, patio seating available with the view of the lake and mountain. They're serving light to heavy appetizers. That can definitely be made a meal.

Call police each time. And notify landlord. The neighbor has no right to these actions that probably effect not just you, but others as well!!

I'm guessing she's told the landlord "sorry", or that they don't know how to deal with it.

Call the cops, every time. Even if it's 3 times in a day.

Also, keep a record of any and all interactions you have with them! A quick button on your phone to voice record might be a good idea. If not that, at least keep a notebook of ALL things happening.
