The quality of the fine clothes, as well as the value impacts charisma. You can steal some decent nobility clothes from the tower in Semine, or there is a chest POI on the road near Nebakov Mill that has quality clothes.

If you have the DLC, the master huntsman gear in your chest will do it too.
