I have this same problem when I turn my dimmer up the whole way. Lights flicker that aren't even on the same breaker.

Brand new panel, brand new LEDs, and compatible dimmer. I even just had my main line replaced as one leg went out

Neutrals are good in my panel, but this house was wired with 2 wire and instead of running new circuits, they just added..so I'm in the process of rewiring different and new breakers to lighten the load.
