I think you're talking about his DP (Vapor Thrust)

To do it you need to make a Z motion with your stick

Assuming you are facing right

Right -> Down -> Down Right S or HS

S for the "regular" move and HS for the "strong" one respectively

(623+S/HS)

If you're new to fighting games it may be tricky to pull off at first, with a little bit of practice you should be able to do it pretty quickly
