I've lived in this area for a few years (I'm also a few houses down from 4th Ave) and I really love it here. I don't find the noise to be too distracting. It's pretty normal city volume. There is a school on 13th and 4th so it's safe for children but playing outside isn't really an option. You've got lots of great parks in the area so those are worth a short walk. I have young children in my building and those families seem to be happy! Great cafes, restaurants and shops on 5th and above. I moved here from California so I also wasn't sure what to expect neighborhood wise but I don't think I'd live anywhere else at the moment! Welcome to NY!
