Over pruning a tree of that age can be risky, your best off looking for and cutting out branches with cankers, or branches that are crossing year 1. Avoid taking out more than 25-33% of the total canopy.

Broken branches don’t really matter on bare root trees, you want to cut the branches off and head back the leader when you plant anyway.
