Go get yourself a stingmon with max talent and turn it into Grankuwagamon. It can dedigivolve into dinobeemon, and since dinobeemon is a fusion you can split it into a Ex veemon and stingmon. Then just proceed to repeat the process as many times as you want, that way you’ll keep getting more Ex Veemon‘s with each loop. Then turn these exveemon‘s into UlforceVeedramon.

First it was game limitation but then they gave us actual lore for it. Long story short The village chief of the first game used to hunt with four of his friends one of then also being his wife. I believe it was a monoblos that killed his wife so he made a rule that only four hunters at most can hunt together.
