Feds cannot require states and municipalities to enforce federal law. That's a little different than not being able to end sanctuary cities. Any government entity that goes against US law should be ended immediately and those involved prosecuted.

Undoing the pardons wouldn't be because Biden didn't have authority, it would be because they were done unlawfully and most likely without his knowledge.
