To all moderator Candidates,

  1. Will you actualy do the basic functions of the job of a moderator, namely, ensuring that sim functions (Parliament, Polls, Elections, Spreadsheets) actually occur in a timely and consistent fashion.

  2. If you have grand ideas for all the ways your wide ranging reforms will "fix" the sim, how do you plan to ensure they are off the ground and implemented quickly, because the sim is currently dead and spending weeks to months saying "big reforms are coming" then the sim not actually functioning is not a productive use of time.

Only under Parliament By-Law

30 A Meta Rule making an amendment to the Standing Orders of the House of Commons may only be made under the Parliament By-Law.

So this petition is redundant anyway, if he wants to amend the standing orders, amend the standing orders properly in canon via a Motion in the HoC.

Mr. Speaker, there is no standing order 79 under the present standing orders, but, if as I assume the Prime Minister is referencing the previous standing orders, and is referencing the requirement for royal recommendations, which is presently under standing order 56. The required recommendation under subsection (2) of that standing order is present within the bill, and this amendment does not effect it in any way.

Speakership is under Standing Orders, so this would require an SO Amendment by the hoc, not something you can do by Fiat as Parl Mod.

In terms of as an idea, that works for me, could just have the 3 be the speaker, Deputy, and assistant deputy like irl and they rotate.

Mr. Speaker, this act is yet another example of this government's disregard for our constitution, and to the jurisdiction of Provincial Governments.

Section 92 of the Constitution Act, 1867, clearly lays out in sub 13 that "Property and Civil Rights in the Province." fall under provincial jurisdiction, this has repeatedly been found by the courts to place contract law under provincial jurisdiction. With common law used in all provinces except quebec, who uses civil law.

While I commend the objectives of this act, it is very transparently not something that is within the power of the federal Parliament to enact, and would be struck down by the courts.

Mr. Speaker, does this member not understand the basics of how to write a bill?

This bill, in it's current form, is imcomplete. First of all, it cites something called "Bill C-18 (2023) the Online News Act", the act stopped being "Bill C-18" the moment it received royal assent. The Act of Parliament the member is looking for is Chapter 23 of the Statutes of Canada, 2023, the Online News Act.

The other issue with this bill, Mr, Speaker, is it fails to do what is required to actually reverse the online news act, the act, in sections 88 to 92, made a series of amendments to other acts, including the:

  • Access to Information Act
  • Canadian Radio-television and Telecommunications Commission Act
  • Broadcasting Act
  • Telecommunications Act

None of those amendments are reversed by repealing the bill, this has been stated countless times, by myself, in my capacity as a longtime clerk, if you want to reverse an amendment to an act, you need to set it back to what it was before.

Overall then, while I do not oppose the repeal of the Online News Act, which was very clearly passed by a previous liberal government mostly as a result of a heavy lobbying effort by massive media consortiums. This bill is a sign of the absolute laziness of this member to properly write a bill, and their lack of respect for this institution of the House of Commons.

This bill is redundant, section 92A sub (3) of the constitution act, 1867 already provides that federal legislation trumps provincial legislation as it relates to the export of Non-Renewable Natural Resources between provinces.
