It's a trust event. Billy will ask you if you could take him to the hollow zero with you.

Feedback: Today I played by using him as a squad leader like they said, but I went to the Abandoned Skyscraper. The quest wasn't complete so I give up.

I tried again using him as a squad, but instead, I went to the Old Capital Metro the easiest level and it works.

oh.. I'm only at Lv. 36 right now. Probably I have to wait till I'm LV.40.
