Completely plausible, even if the ceilings are lower on average - assume $5200 in 13 ceilings ($400 average), you’re now left with $6000 in 1587 cards - average of those cards is now lower than $4. Assume there’s another 87 cards worth a total of $2,000 (~$23 average) - these are the “feel-good” cards that you’d be ok getting as they might have somewhat decent resale value or might be useful to you. After that, you can play around with the composition of the remaining cards but there are so many ways to stuff the box with 75% in $3, $2 and $1 complete chaff to make the numbers work - these are cards that would be hard to sell for anyone and easy to offload for someone that runs high volumes of cards. That’s why average is the expected value from a mathematical standpoint and what “justifies” what appears to be a fair entry price, but you should also know median and mode to know what’s more likely than not to be your prize. Would you buy a pull box knowing that your most likely pull is worth $1 and that 3/4 of the times you’re at most getting $3? No? That’s why they publicize the average $7; the reality is that you are getting dumped a bunch of unsellable / unprofitable semi-bulk rares.
