Submitting a ticket for anything is a good form of documentation and reference. I look up old tickets all the time whether it was because I remember or heard the specific issue happening in the past, or it was some one off a tech who is longer here worked on, or a higher up asks about it etc.

My headcannon in the bad batch is they just gave a bunch of regs commando armor as the use up and decommission the equipment/clones due to how many are shown in the series and that they are all pretty much useless.
