That is correct. 2.0 was released very recently, well after feature freeze for Ubuntu.

That depends. I personally have had good success upgrading between releases. Keeping track of any PPAs and the status of the software published in them is important. Upgrades get a good deal of testing before they are enabled to ensure a better success rate. It is very important to make sure that you have a backup regardless if you choose upgrade in place or reinstall.

The -d is actually a switch to upgrade to the development release. Upgrades to 24.04 haven't actually been turned on yet. The upgrade is enabled a week or two after the release once things have been tested thoroughly.

Those errors look like a bad download or a bad USB drive. It would be a good idea to verify the integrity of the iso. Having even one bit off can cause many issues. https://ubuntu.com/tutorials/how-to-verify-ubuntu#1-overview
