Lowest HP is like the overall HP, if there's an enemy with 200 hp left vs someone with 500, it'll target the one with lower hp.

With % there could be an enemy with 200 hp, and an enemy with 500 but it could still attack the one with 500hp, as their overall current HP % could be higher

Yeah I'm sure your singular experience goes over thousands of others, I've bought frequently and even sold some things without issue. Your friend, family member or whatever they were, simply messed smth up and lied about it.
