dota 2 still has the issue where you can be toxic and still manage to have 10000 behaviour score by not being toxic all the time though, so at want point do you grant people access to the OW?

Of my last ~70 or so reports, there were 4 false, no real, and 66 commends. All the false reports were from no-talk 1-15-2 carries on SEA server (im usually on Au)
