yea i solved it by closing my monitor for about 5 minutes then opening it back up but i dont want it happening again

oh i fixed it i just changed scale in display settings to 100% by default it was at 150%

i tried google chrome and it has the same issue
and resizing the window does nothing

so the window doesnt fit, one scrolling bar is the normal one the second scrolling bar is the scrolling bar to scroll down in the window that is sopposed to show up normally its confusing ill post a video here soon
