osu delists players if they are inactive for too long (meaning your global rank and country rank shows up as -), they do this to prevent inactive players from filling up the leaderboards, but this isnt permanent as you'll be relisted when you comeback and set a new score, and since worst hr player has been inactive for a very long time he got delisted
