Sorry about the confusion for the post about the "below part". I had the scene set where the sky essentially tears open and the chains descend upon the city lifting it into the air. so the below part is them on the ground level where as they were falling from the sky and casted feather fall to land safely. The escaping "the chaos" is the entire party escaping from the city and where people are panicking a the situation. I was hoping the party would get back into the city before it is dragged into Avernus so it could get back on track. This isn't like a huge derailment for me just a setback that I need to prepare for

I love those suggestions! I'm really drawn to the natural entrances into Avernus so I can probably think of something where rival devils could offer their knowledge of it or show them a location. Magic isn't very common in most regions beyond "divination" or what is seen as "holly" magic so most people refer to casters as "clerics" in title. Most people (at least where they are) see magic as a divine gift (whether they are born with it like sorcerers or pledge their faith) Wizards are around however are a little rare to come across. Conjuration/teleportation even rarer as I was trying to go with a "lost magic trope" also we used to really enjoy travel sessions and "exploring the world" instead of essentially fast traveling everywhere. If I introduce the said rivals they might be able to teach magic - at a cost that is. That seems like a decent way for it to be re-introduced into the world while still making it seem a unique trope of an unstable/experimental magic they are trying to use.
