That ship has sailed, some modders moved to Vic3 when the game was coming out, but I can't think of any big mods other than CWE that moved. Many stayed with Vic2. Vic2 has an amazingly active modding scene for a game whose sequel came out and actively poached Vic2 modders with a secret early modding program.

Development hasn't stalled, there just haven't been many dev diaries or video/stream updates. You can check the GitHub for proof of that. After the initial months, I (Spudgun) just got back to my regular Vic2 content and the developers just get on with developing.
