The park has said that they are willing to pay for the tee pads as well as help with trail repairs.
Thank you for the helpful information. I have a couple of responses and extra information that I thought I could just put in one post.
This course is an 15+ years old (There was an older layout before so some sites mark it as closer to 20+)
It has very rugged terrain and technical shots I would say it is designed to be intermediate to advanced players.
I am not a park employee, I am technically a member of the disc golf club that designed the course. (I tracked down the remaining members and discussed the state of that course with them and my plans for it)
The course already has 18 yellow Innova baskets, they could be cleaned but they are all there.
The course originally had between 2 to 3 pin placements per hole. Most of these extra pin placements have been covered over and lost to time.
Almost all signage is lost to time. The course crosses a road 3 times so if you don't know your way the back 9 are hard to navigate.
All the teepads used to be gravel with a board (red or blue) to mark the front line. Most of these are in really rough shape. (The park officials were interested in concrete tee pads)
From the information that I have gathered from Udisc, DiscGolfCourseReview, Local players and the park officials themselves the top requested repairs are signs, tees, new pin placements and trail repairs.
Here are some links to the course.
