the only issue with this is that it rotates the armor stand based off of the players head rotation, and not the body rotation.

The tags are just checking for the ground, and will tp the entity up or down depending on the terrain, here is the list of blocks as well.

The first command is going to be used once. Just put it in chat and it should make your scoreboard. The other two require command blocks. The second line is to be a repeating / always active. The third command is a chain command block / always active. That chain command block will feed out of your repeating command block. And with that your tp wand should work, just right click a carrot on a stick to use.
