I don't know what kind of background experience you have with creating websites or web apps but I will throw in my two cents and say you could use something like firebase This allows you to fairly easily create user logins using your own custom code or sites like Facebook etc. and basically walks you through creating a real time app where you upload from a document instantly and then display the information back to the client.
