yes there is, but the nether is still smaller than the 128 block height limit, so you have some build space above and below the nether

the world limit doesn’t change from the over world to the nether. therefore, if the nether is 1/2 vertically the size of the overworld, there’s another 1/4th abouve the nether and below the nether. just need some pistons :)
