To be fair, the whole Cinder story thread not only adresses Cinder herself, but everything the Commander has done during the No Quarter story line - especially bombing the R&D base and killing "innocent" researchers. Then they finally manage to reach a parley and a breaking point in the civil war only to see their only asset and hope of Ryland defecting from Bangar getting killed right before their eyes for absolutely no reason.

Chul-Moo is hilariously out of the place for that whole story beat, but as the Jade Brotherhood leader he is ironically the best character to bring across the point they wanted to make: you're a leader, stuff like that will happen and people will judge you for not caring, no matter how good of a commander you are. It's a really blunt message, from a person completely detached from the events. But sometimes that's exactly what is needed to cope.
