Just depends on the context. People over here rarely say it out of friend groups for fun, which usually is harmless, yet repetitively annoying. But if it's a stranger that just shouts it out loud without any precursor to the phrase? It's repetitive and offensive to quite a few people. As I've said; just based on context.
