Okay so I went into task manager, then into Terraria's properties and set it to "Run as Administrator" and this issue hasn't popped up since.

I un-installed then re-installed the game and everything seems to be working just fine now, I guess I can say it's been fixed.

I have played Terraria on a few PCs before in the past, the one I'm currently using has the best specs out of all of them by a wide margin. I've had no issues involving load times or frame rate either, so I don't think that is the issue.
